Moldova's president nominates financier Vasile Tofan as prime minister

Moldovan President Maia Sandu nominated Vasile Tofan, a 44-year-old senior partner at the investment firm Horizon Capital, as prime minister on July 11. The nomination follows the resignation of Alexandru Munteanu earlier in the month, who said he could not carry out the job in line with his convictions.

Tofan has 15 days to present a governing program and cabinet for parliamentary approval. That approval is not in doubt: Sandu’s pro-European Party of Action and Solidarity holds a majority in parliament, so the nomination effectively sets the country’s next government. Tofan said his priorities are reviving the economy and securing EU accession “by the end of 2028,” warning that missing that window risks a significant delay.

The choice of a financier over a career politician signals that Sandu wants the accession push framed as an economic and administrative project, in a country whose politics remain split between pro-EU and pro-Moscow factions.
