One-year federal Medicaid ban on Planned Parenthood set to lapse
The one-year ban on federal Medicaid reimbursements to Planned Parenthood — written into the 2025 budget reconciliation law signed last July — is expiring, restoring the organization’s eligibility to bill Medicaid for services such as contraception and cancer screenings, The Hill reports . The provision, enacted as a one-year measure, was not renewed in either the House or Senate 2026 budget resolutions.
The lapse is not necessarily permanent. Congress could restore the ban through a future reconciliation bill, the same procedural route that allowed it to pass with a simple majority the first time. Its expiration also does not guarantee funding everywhere: under the Supreme Court’s Medina v. Planned Parenthood South Atlantic ruling, individual states may exclude the provider from their own Medicaid programs, and enrollees cannot sue in federal court to challenge those exclusions. The practical effect is a return to a state-by-state landscape, with the federal blanket prohibition gone but the fight shifted to statehouses.
