OpenAI did not detail the government’s specific rationale, but the move fits an emerging pattern in which frontier developers give officials and outside testers a window to evaluate a model’s capabilities and risks before it reaches a wide audience. Phased access lets evaluators probe for misuse and national-security concerns while limiting the blast radius if a problem surfaces. It also gives the government de facto influence over the timing of major model launches — a quieter form of oversight than formal regulation, and one that depends on the companies’ continued cooperation.
