US to release $12bn in frozen Iranian funds as inspection terms stay disputed

The US and Iran moved deeper into the financial mechanics of their emerging deal. Iran’s top negotiator confirmed an agreement to release $12 billion in frozen Iranian funds, and the US Treasury temporarily eased oil and petrochemical sanctions, allowing sales through August 1. The moves convert the framework reached in earlier talks into concrete economic relief, giving Tehran tangible incentives to keep negotiating toward a final agreement.

The central sticking point is verification. US officials say the relief follows an Iranian commitment to readmit international nuclear inspectors, but the two sides are publicly describing that commitment differently — leaving open whether, and on what terms, inspectors will actually return. Without an agreed inspection regime, the relief is reversible: the oil waiver runs only to August 1, and a fund release can be structured to depend on continued compliance.

The pattern is familiar from past nuclear diplomacy, where staged, time-limited concessions are used to test whether each side will follow through before larger commitments are locked in.
