Missouri judge clears the way for medication abortion to resume
A Missouri judge cleared a path on Thursday, June 18, for residents to obtain medication abortion, more than 18 months after state voters approved a constitutional amendment legalizing abortion access. In a 20-page ruling, Jackson County Circuit Court Judge Jerri Zhang found a series of state statutes unconstitutional, including facility licensing requirements, complication-plan mandates for medication abortion, criminal penalties for providers, and a requirement that patients take the pills in a physician’s presence.
Planned Parenthood, which had sued over roughly 30 statutes limiting access after the 2024 vote, said Missourians could immediately schedule appointments online, with clinics set to begin offering medication abortion the following week. It would be the first time the procedure is available in the state since 2018.
The ruling is the practical follow-through on the 2024 amendment, translating a ballot result into actual access by removing the regulatory scaffolding that had kept clinics from operating. The state can appeal, so the decision is unlikely to be the final word.
